Fee Waiver Frequently Asked Questions

Arizona residents who are currently enrolled in an educator preparation program and incumbent teachers residing in Arizona who are seeking a Literacy K–5 endorsement will be eligible to receive a one-time fee waiver to take the Foundations of Reading assessment for free. You must have a valid Arizona mailing address (AZ P.O. Boxes are eligible) and that address must be entered into your account to qualify for the state-funded fee waiver.

No. To be eligible for the assessment fee waiver, you must have an Arizona mailing address.

No. The fee waiver only applies to the Foundations of Reading assessment.

Yes. Arizona residents who are already teaching are eligible for the Foundations of Reading Assessment Fee Waiver. You should indicate this by selecting the following answers during the registration process.

• Select "Arizona Incumbent Teacher" as the answer to the question, "Where have you received the majority of your educator preparation training?"
• Select "I am a certified/licensed educator within the state seeking an additional certification, licensure, or endorsement" as the answer to the question, "Which of the following statements best describes your reason for testing?"

If you are an eligible Arizona resident and have not applied the waiver to a previous test attempt, the fee waiver will be automatically applied toward your assessment fee during the online registration process.

Yes. The fee waiver can only be used for one test attempt.

You are not eligible for a refund if you registered and scheduled a test appointment that occurred prior to July 19, 2022. If you have registered and paid for a Foundations of Reading assessment that you have yet to take and not already canceled, you may cancel your appointment and registration up to 24 hours prior to your scheduled test time and receive a full refund. To test for free, you will need to register for the assessment again and schedule a new appointment.

The fee waiver is only intended for one-time use. If you previously took the Foundations of Reading assessment and paid for the test session using a credit, debit, or check card, then you may apply the one-time fee waiver toward your retake attempt. However, if you already tested using a fee waiver, you cannot use another fee waiver for your retake attempt.
